A Marshall, Texas school district employee was arrested on animal cruelty charges after surveillance video captured him backing his truck up to a fenced area of the Humane Society of Harrison County’s ‘The Pet Place’, pulling a box of tiny puppies from the bed of the truck, and slinging them one by one over the 6-foot high fence, onto a concrete pad below.

The Pet Place contacted the Marshall Police Department and, while police were taking a report, the surveillance video was posted to social media. Within minutes, the man in the video was identified as Paul Smith, a maintenance/pesticide technician with the Marshall school district.

News spreads quickly in the town of Marshall and, shortly after the video was posted, Smith turned himself in to Marshall Police who placed the 61-year old under arrest for cruelty to animals.

Smith was placed on administrative leave from the school district, pending further investigation.
