Investigators with Richmond Animal Care and Control are hoping the public can help identify a severely neglected dog found dumped in a trash bag.
Richmond ACC in Virginia reached out to the public via their Facebook page, hoping someone would recognize a dog found stuffed inside a black plastic garbage bag and dumped near Rock Church on Richmond’s south side.
The severely neglected, very ill dog is a Shih Tzu mix, about 5-years old, female and spayed. RACC officers are looking for any and all information they can gather about the dog or the person responsible.
